Protoss going phoenix has nothing to do with mutalisk. Protoss goes phoenix because they can. Phoenix is the only problem in this current match up. You know nothing about this game and you're just throwing contents to act like you're doing your job.

Protoss is opening with phoenix every game even mutalisk doesn't exist and you're planning to nerf mutalisk? The design of LOTV economy and units favors phoenix because they're efficient from early to mid-late game. If anything has to be nerf, phoenix's gravitational ability has to increase from 50 energy to 75+.

I'm a high - low gm player in Europe (aka top 30 NA), i'm not top korean GMs but every top zerg players has problems to deal with mass phoenix every game and it has nothing to do with mutalisk. I don't understand why you do not have the ability to see what problem of every top pro players are facing if you really care and monitor this game hard enough. I don't think your decisions are very wise and the decisions are not useful in the long run. Ex: Buffing banshees speed will be a diseaster in ZVP, because zerg has little solution to deal with the unit and it requires alot of micro for zerg to deal with improved banshees.
